ERNEST H. Latham, Jr., Ph.D. este istoric şi diplomat american. El a fost ataşat cultural american în România, între 1983 şi 1987 şi este autorul a numeroase articole şi recenzii despre România. A editat şi a readus în atenţie romanul-reportaj Athene Palace, de contesa R. Waldeck, republicat în mai multe ediţii şi traduceri. A revizuit, printre altele, menţiunile privind România pentru Enciclopedia Britanica, editia 2000. ERNEST H. Latham a fost profesor Fulbright în România, la Universitatea Babeş-Bolyai din Cluj-Napoca si la Universitatea din Bucureşti (2000-2002). În prezent este coordonator de studii avansate pentru România şi Moldova, la Foreign Service Institute (Departamentul american de Stat).
El deţine un doctorat de la Universitatea din Bucureşti.

I found the material on the early years of World War ll particularly interesting - the essays on Countess Waldeck, author of "Athene Palace"; Olivia Manning , author of "The Balkan Trilogy; and the Anglo-American journalists in Bucharest. Although Geoffrey Household ,author of "Rouge Male" doesn't fit into the category of a journalist, he was in Bucharest in those years, and I was pleased to see that he was not left out - the piece on journalists is introduced with his brief, but richly detailed description of the city which provides the title for the piece "Byzantium's Last Blossom....". In another essay, Professor Latham creates a haunting picture of the plight of Jews in Romania during the early 1940's from his review of the U.S. Legation records and correspondence
on various matters relating to American Jews resident in Romania- missing persons, release of persons interned by governmental authorities, return of persons deported to Soviet held territories and assistance in repatriation. He shows that history can be mined in unusual places. The records and correspondence of an American locomotive manufacturer serve as a basis for an interesting piece on Romania's economic development and international trade arrangements in the early 1920's
