A XXI. Század Intézet keretein belül műkö!dő Szabad Európa Intézet - idén első alka!lommal közzétett - szuverenitási mutatója azzal a céllal készül, hogy az egyes orszá!gok éves rendszerességgel lemérhessék, hol tartanak önrendelkezésük kiteljesítésének folyamatában. Nem véletlen, hogy az index Magyarországon, Budapesten született, hiszen tizenöt éve itt zajlik a nemzeti önállóság talán legígéretesebb kísérlete a világban. Ahhoz, hogy egy ország patrióta politikát folytathasson, nem területének a mérete szá!mít elsősorban, hanem az akarat és az elha!tározás. Magyarország ebben is példát mutat. A Szabad Európa Intézet a szuverenitást az önálló cselekvéshez szükséges erőként ha!tározza meg. Ez a definíció adja ennek a munkának az alapját. A kötet a XXI. Század Intézet 21 zsebkönyvsorozatának hatodik kiadványa. The Institute for a Free Europe, operating within the framework of the 21st Century Institute, has published its first Sover!eignty Index. The aim of this is to enable countries to measure, on an annual basis, where they stand in the process of achiev!ing national self-determination. It is no coincidence that this index was created in Hungary, in Budapest--the place where, over the past fifteen years, per!haps the most promising experiment in na!tional independence has been unfolding. For a country to pursue a patriotic poli!cy, it is not size that matters, but will and determination. In this respect, too, Hungary is setting an example. The Institute for a Free Europe defines sovereignty as the power to act inde!pendently. This definition forms the foun!dation of this work. This volume is the sixth in the 21st Century Institute's 21 series of pocket editions.
