Even during the construction of the E 04, the German Reichsbahn decided that its top speed of 130 km / h was not sufficient for the heavy express train. 1933 AEG received a contract for the development of an electric locomotive for heavy express trains with a top speed of over 120 km / h. They had to build on the technical part of the E 17 and the electrical part of the E 04 Two years later two test locomotives were delivered, followed by a first series. In preparation on the development of the faster E 19 DR undertook in 1935-1936 test runs on the route from Munich to Stuttgart. There was a pace of 165 km / h, the E 18 22 1937 even received the Grand Prix in Paris. In 1939 the DR bought a second set of another 48 locomotives that were never built. As a precaution the 18045-053 recieved all three-digit numbers. Until the outbreak of the war were at least 53 locomotives in service.
Originally were the locomotives of the class E 18 for long-distance transport from Munich to Berlin. Of November 2, 1942, they also pulled Saal Bahn trains, but could not be consistently applied between Munich and Leipzig Hbf, because the overhead construction in central Germany was different in southern Germany. An adjustment of the central German overhead construction to the South German was prevented by the outbreak of the war.
